This file is generated by a Unity extension called I2 Localization.

Yes, of course ... but I do not give the link for UnityEx but that of UnityText which is another program allowing to modify and/or extract the text and to reimport it.
I also check by testing with the attached file and it's a program I have already used for some translations

Indeed, I misunderstood what you posted.

How could you open it?

Click the option button (O) at the bottom left.
Increases the value for Max File Size
For example on the image of my post the size was 177975296.
You can also change this value in UnityText.cfg

Code:
<seMaxFileSize Value="177975296"/>

Did you check in the Select Folder that the file type was -2 in the filter?
Your message suggests that you did not select the correct file type.

Everything seems correct.
Change the value of Max File Fize directly in the field with the small arrows and then exit UnityText and reopen it to try again.
If necessary, change your file to another because it may have been corrupted.
For my part, although I do multiple tests, the file always opens normally.

Ok, now I sucess. I made an empty directory where copy just the exe file and that file which i want to open and now work. Probably something other file in the dir cause the problem.
