Ok found Scramble and Descramble functions for savegame.

Done. Here my tool for decrypt and encrypt back savegames :)

Example usage.
Code:
        SDDEGSTool -d "HK Options" "HK Options Decrypted"
        SDDEGSTool -e "HK Options Decrypted" "HK Options"
