what is it?
and
how can i use this algorithm with bms command?

If you used the comtype scanner you can ignore 95, 96 and few others, they are all false positives.
Don't waste your time with them :)

Anyway, just for information, scpack can be found in src/compression/scexpand.c and it's a text-oriented BPE (byte pair encoding) algorithm that "requires" a table, the original source code had a default table which is used when no table (dictionary) is specified.
