cant open this pls help, i want something that can at least convert to this kind of adpcm

It's Nintendo DSP audio, so rename the file to .vgmstream and use the attached .vgmstream.txth file, and it should then play in Foobar with vgmstream.

how would i convert to this type of dsp?

Just search for "Nintendo DSP" encode and you should find a tool that can re-encode to that format.
