Is there any tool for unpack/pack this files?
Language strings are in this files and the only other option to access them is localizedint.lbf file which is for other languages and not have any English string.
Even packing or unpacking isn't important and least thing I want is to be able to view them so I can add the strings in localizedint.lbf file, based on the strings in .u ones.

Yes, but unfortunately it only works with texture and such not strings.
